Position Purpose :

To interpret the TCC people strategy to deliver an overall Recruitment service. Create processes, applications and reports in

support of objectives, build and enable teams to ensure that TCC recruits, selects, employs and on-board top talent thereby

contributing to TCC headcount growth and sustainability, with the aim of bridging capacity gaps with the appropriate

representation of workforce, to ensure organisational effectiveness and efficient service delivery.

Position outputs :

  • Interface on a senior level with other organisational Departments on topics such as recruitment of specialist skills, talent
management, attraction, retention and employee orientation to determine short term, medium term and long term strategic

TCC manpower needs.

  • Deliver a plan to attract and retain high-calibre qualified, disabled as well as diversity candidates through employer branding,

as well as outbound/inbound recruiting tactics.

  • Provide support to Human Resources Business Partnering team by implementing the recruitment processes, employment
Equity plan, procedures, guidelines and policies.
  • Analyse departmental vacancy requisitions against approved structure, budget, critical, priority & scarce skills, grading level
and job profile.
  • Achieve departmental recruitment budget objectives.
  • Implement and uphold world class advertising to ensure the building of talent pipelines and sourcing of specialist skills.
  • Implement best practices around recruitment, on-boarding and induction, and e-recruitment processes.
  • Responsible for the optimal resourcing/ recruiting solutions and processes to deliver in accordance with resourcing needs
into account business needs through both consult and ongoing business engagement.
  • Facilitate the recruitment and selection process within a functional area, adhering to required processed and procedures,
ensuring compliance and mitigating all risk.
  • Educates and partners with business and broader HR to ensure the understanding and adoption of recruitment and
selection processes in order to deliver optimal business results.
  • Delivers quality and detailed metrics to inform business decisions (interprets and analyse).
  • Recommend changes to recruitment policies, procedures and guidelines in consultation with Talent Management and other
relevant HR Centres.
  • Understand and anticipate current national recruitment and talent movement trends and their effects on talent acquisition
and retention.
  • Create positions advert in line with job requirements and equity targets and advertise in the appropriate media/recruitment
agencies through engagement with various external stakeholders.
  • Compile and analyse recruitment requisitions and vacancy management status report on a monthly basis via e-recruitment.
  • Provide relationship management services with regards to recruitment to allocated department.
Provide e-recruitment system support to HR Service Delivery through the following:
  • Generate an advertisement and submit to line Manager for approval
  • Check and complete the requisition where necessary
  • Select education requirement, qualifications
  • Select support team to enable others in your absence to access the requisition and action accordingly
  • Draft job specific questionnaire
  • Run the succession plan report for ready successors or contact the Group Talent Manager to request information of ready
successors across all Operating Divisions.
  • Search Talent Warehouse for potential applicants.
  • Determine sourcing channels.
  • Publish the advertisement
  • Post advertisement in relevant media(applicable cases only)
  • Confirm interest of identified potential applicants and request them to apply for the vacancy.
  • Run matching report to create a shortlist
  • Submit shortlist to line manager / HRBP for approval and next steps
  • Forward discussed and agreed to recommendations to the recruitment administrator to commence inviting candidates for an
interview and / or assessment
  • Generate interview questionnaire (in line with an advert and Targeted selection interviewing technique)
  • Submit all interview documentation to Recruitment Administrator to action next steps
  • Request for quotation for psychometric Assessment (where applicable)
o Receive Proposals from Service providers

o Coordinate the awarding of work to the successful service provider

  • Receive assessment report and arrange management feedback to the Manager and HRBP
  • Receive management feedback
  • Consolidate all information for discussion with the hiring manager (line)
  • Train and support general managers, senior managers and HR Services delivery on e-recruitment
  • Drafting of appointment letters and extension to candidates
  • Responsible for drafting of memorandum, submissions recommendation letters for the appointment of suitable candidates
  • Compile department monthly recruitment status report for the various general managers

Qualifications & Experience :

  • Bachelor’s Degree or National Diploma in Human Resources or equivalent behavioural science qualification (NQF7)
  • 5 years’ experience in Human Resources, of which 3 years must be in
the end-to-end Recruitment process
